Training course on developing a sustainable forest management plan for forest owners and management officials in Quang Binh province

From 29th to 31st October 2019, The Training Center for Sustainable Forest Management and Certification in collaboration with Quang Binh Provincial Forest Protection Department, organized a training course on “Developing a sustainable forest management plan according to Circular 28/2018/TT-BNNPTNT regulating the sustainable forest management” for forestry organizations and officials in Quang Binh province.

Attending the training course were representatives of forest owners who are organizations such as forestry companies, Protection Forest Management Boards, Management Boards of Phong Nha – Ke Bang National Park, seedlings companies, PFCF – REDD + Quang Binh project and the forestry management officials in Quang Binh province. Speaking at the opening of the training course, Mr. Nguyen Van Long – Deputy Head of Quang Binh Provincial Forest Protection Department emphasized the need to improve the sustainable forest management to meet the requirements of developing a sustainable forest management plan (SFMP) in accordance with Circular 28 / 2018 / TT-BNNPTNT, to comply with the laws of the state, the development strategy of the sector, and at the same time to conform to the provincial development planning and plans in sustainable development of forest resources, and to raise the value in production of forestry sector.

The training contents focused on exchanging and discussing issues related to developing a sustainable management plan according to Vietnamese standards, including the order of contents: overview of sustainable forest management; order, procedures, steps of developing and implementing the plan; analyzing current status; development of land use and forest use plans; plan for sustainable management, protection and development of forest use and biodiversity conservation; investment capital, implementation solutions; evaluating the effectiveness of SFMP and organization of implementation.

With the training’s goal is to meet practical requirements, and focusing on practice, the trainees were divided into 3 groups of forest owners according to the characteristics of 03 forest types: protection, production and special-use, from which each group proposed an outline and a plan for developing a SFPM for a selected forest owner in that target group. In addition, the groups also shared difficulties in the process of developing a SFMP. Each group’s report was discussed and commented by other groups and shared by trainers and leaders of Quang Binh Provincial Forest Protection Department. By participatory training method, trainees can easily grasp the contents of the training.

Closing the training course, the leaders of Quang Binh Provincial Forest Protection Department highly appreciated the careful preparation of the trainers, the serious learning spirit of the trainees, as well as the quality of the training course obtained. After 3 days of training, participants have grasped the order, contents and methods of developing a SFMP.

This course has been the first training service activity conducted by the Training Center after being established and equipped with the necessary capacity to perform the function of the training task. The training was carried out on the basis of customer’s need, so the Training Center prepared very carefully to meet the practical requirements of participants. In the near future, the Training Center will expand the types of training services including on-site training, online training and mobile training, in addition to strong development of transfer consulting services.
